PR Summary

Enable install-powershell.ps1 to install the MSI and not just the zip on Windows. Also fixed it so it works from Windows PowerShell.

Consider adding a test to https://github.com/PowerShell/PowerShell/blob/master/.vsts-ci/install-ps.yml in the future.
