Summary of the new feature / enhancement

Managing the ACLs of certificates in the certificate store is a pain.

In Windows PowerShell, we can access CryptoKeySecurity, but that doesn't exist in .NET Core.

I'd be great if the certificate provider (cert:) worked with the access control cmdlets Get-Acl, Set-Acl, etc.

There's a PR but it was closed, so I thought I'd create an issue to track demand for this feature.
